Kimball Junction Environmental Impact Statement

Project Overview
UDOT is conducting an Environmental Impact Statement (EIS) to improve regional and local mobility at the I-80 and SR-224 interchange at Kimball Junction and on SR-224 from Kimball Junction through the Olympic Parkway intersection in Summit County.
The alternatives being carried forward in the EIS include:
- Taking no action
- Alternative A: split-diamond interchange and intersection improvements
- Alternative C: intersection improvements with pedestrian enhancements

I-80 Kimball Junction to US-40 Paving

Project Overview
UDOT is repaving I-80 west of Kimball Junction to east of US-40. This project will extend the life of the roadway and provide a smoother ride for drivers. Work began in mid-June and is anticipated to continue through fall 2025.
What to expect during construction:
- Nighttime work Monday–Saturday from 8 p.m. to 5 a.m. and Sunday from 6 p.m. to 9 a.m.
- Increased noise, dust, and vibration near the project area
- Intermittent ramp and lane closures on I-80
- Travel delays

I-80 LOWER PARLEYS TO SR-65 PAVING

Project Overview
UDOT will resurface I-80 in Parley’s Canyon, from Lower Parleys to exit 134. The project objectives are aimed at preserving the life of the road. This paving process will not only help increase the longevity of the road but also address roadway structural integrity and enhance motorist safety by providing a smoother, more durable road surface. The on/off ramps along the route will also be resurfaced. Additional work includes variable drainage enhancements, barrier upgrades, and updated roadside signage and road surface striping.
Paving began June 10, and requires lane closures using barrels to guide vehicles into open lanes to safely complete the work. Motorists can expect short travel delays during peak travel periods. We encourage planning ahead and use caution when traveling through the construction zones. Nighttime ramp closures are possible. Any closures will be brief and clearly marked with proper notification well in advance of exit/entry locations.

Summit County Improved Project

Project Overview
Most work is complete on the this four-fold project on I-80 at Kimball Junction, the westbound US-40 to westbound I-80 flyover, eastbound and westbound US-40 (between SR-248 and I-80), and the SR-248 interchange. Crews will return to the SR-248 interchange on US-40 to complete drainage work and final roadway surface this summer. Construction crews will improve drainage and ride quality, reduce congestion, and preserve the underlying infrastructure of asphalt and concrete roadways.

Jeremy Ranch Bridges Reconstruction

Project Overview
UDOT will replace the eastbound and westbound I-80 bridges at the Jeremy Ranch interchange in Summit County. The goal of this project is to replace aging infrastructure and provide a smoother ride for drivers. These bridges are key travel routes that will require innovative approaches to minimize user impacts during construction.
Both bridges will be replaced using the Accelerated Bridge Construction (ABC) method. This means that the new bridges will be built next to the existing freeway and then slid into place after their construction is completed. This project will require short-term closures of I-80 and Homestead Road but will reduce long-term traffic impacts overall.
Construction is anticipated to begin in late 2025 and continue through late 2027.

U.S. Route 40 Study

Project Overview
UDOT is conducting two studies in the Summit County and Wasatch County areas — the Phoston Spur & Rail Trail Study and the U.S. Route 40 Corridor Study. Due to the proximity of the study areas, the two study teams are working together to provide information to the public.
The goals of Phoston Spur & Rail Trail Study will be to:
- Improve multimodal, regional, and transportation connections across the state.
- Connect people to recreational opportunities and destinations.
- Obtain public input on alternatives.
The goals of U.S. Route 40 Corridor Study will be to:
- Identify and analyze potential solutions to manage and mitigate future transportation demand on U.S. Route 40.
- Coordinate with local agencies on multimodal connections around or across the corridor.
- Obtain public input on proposed solutions.

Heber Valley Corridor Environmental Impact Statement

Project Overview
UDOT is conducting an Environmental Impact Statement (EIS) to improve regional and local mobility on US-40 from SR-32 to US-189 and provide opportunities for non-motorized transportation while allowing Heber City to meet its vision for the historic town center.

SR-224 BRT (High Valley Transit Project)

Project Overview
The bus rapid transit (BRT) project will construct dedicated bus and mixed-flow lanes from Kimball Junction to Old Town to provide frequent, fast, and reliable transit service along SR-224.
Currently in 30% design phase addressing:
- Roadway and station design
- Trail enhancements
- Intersection upgrades
- Right-of-way needs
Construction is slated to begin in late 2025 with a project opening in 2028.
